I don’t know.
Beware of people who proclaim to know the answer in 1000, 100, 10 words or less. Some will say God ‘makes’ bad stuff happen to good people to further God’s plan. Some will say those ‘good people’ are really evil inside and God is punishing them. Some will say the devil has been let loose on the world.
The truth is… we don’t know. The Old Testament folks didn’t know, the followers of Jesus didn’t know, the Bible scholars, theologians, and faithful Christians of the last 2000 years didn’t know. So many people, in fact, didn’t know that the question itself got a super-technical term to describe it: Theodicy (which literally means God Justice… or the justification of God).
People have come up with some meaningful ways of making SOME sense of it without really answering the question. When you put them together you get something like this:
The world is messed up because people make bad choices. In a messed up world bad things happen to good people. God doesn’t REVERSE the messed up things or the bad things that come of them… but promises to bring good out of even the worst of things.
Or, as Paul says in Romans 8:28:
We know that all things work together for good for those who love God, who are called according to his purpose
